Honorable Representative Gabbard:

I SUPPORT THE CONSTITUTIONALLY MANDATED U.S. CENSUS.

THE 2020 U.S. CENSUS IS UNDER ATTACK

* Congress’ 2017 budgeting failures for FY2017 “forced the Census Bureau to cancel multiple field tests and delay opening field offices.”

* The FY2017 budget stalled the hiring of thousands of people and prevented the opening dozens of offices nationwide due to funding shortfalls. In Trump’s FY2018 budget, it’s worse.

* Federal agencies compile Census data to provide information about real people. Employment, transportation, agriculture, education and health decisions all rely on accurate Census information now at risk.

* State governments and local community organizations who use Census data to allocate scarce taxpayer dollars are at risk without adequate statistical analysis–the math–that comes after the Census data is gathered.

* Businesses, trade groups and local communities use Census data to open new stores, hire new employees, advertise products and services, and plan for business expansion. All are at risk with undercounted populations.

* The Government Accountability Office (GAO) added the 2020 census to its “high risk” list of programs and agencies.

* Trump’s hard line on immigration has instilled fear in the nation’s minority and immigrant communities putting Census counts at additional risk.

* Americans who are asked to respond to online Census surveys may become targets of hackers where an underfunded government agency is forced to provide cheaper internet-based solutions.

* Few Census workers will be trained to knock on doors when hard to reach people; the poor, immigrants and others fearful of government authorities, fail to fill out the online forms.

* A successful Census “provides a level of transparency for our economy that gives our country a competitive edge over other countries, and a failed census puts that at risk.”

I SUPPORT THE 2020 U.S. CENSUS.
